Filmmaker Opportunity
A new film commission in collaboration with residents in Kilburn
Camden Council's Culture team is looking for a filmmaker to make a new film with communities in Webheath and Kingsgate neighbourhoods, Kilburn. The new film will explore life in Kilburn for people living in these neighbourhoods and will be made collaboratively with residents.
Fee: £7,000 (20 days from 14 October 2026 - 20 March 2027) to include all fees, transport and materials.

Background
At Camden Council we are developing a creative health programme working with residents and community partners in five neighbourhoods in Camden. This programme will explore how creative practice can support residents with health challenges and have a positive impact on wellbeing.
As part of Camden Council’s Cultural Strategy 2026 - 2031 and Camden’s Estates Mission we will be working with communities and cultural organisations to create the environment for creative and healthy neighbourhoods. We will deliver projects with health specialists, Community Champions and residents which improve health and wellbeing and reduce loneliness and social isolation.
We are working with Community Champions in Kilburn, based at South Hampstead and Kilburn Community Partnership (SHAK) to deliver a filmmaking project with residents of Webheath and Kingsgate neighbourhoods, Kilburn. This project will see collaboration between the Kilburn Older Voices Exchange (KOVE), a group of young people and a filmmaker to make a new film celebrating stories from Webheath and Kingsgate neighbourhoods. This project aims to contribute to addressing loneliness and social isolation by bringing people together to celebrate stories of Kilburn.
About the Opportunity
We are currently looking for a filmmaker that has links to the London Borough of Camden to work collaboratively with the Kilburn Older Voices Exchange and a group of young people to make a film which celebrates lived experiences in Webheath and Kingsgate neighbourhoods, Kilburn.
The filmmaker will work with KOVE and and the group of young people to share skills, ensuring that the participants feel able to interview people in their neighbourhoods to hear their stories, to capture experiences and celebrate their area. The group will work with the filmmaker to determine the shape of the project, which stories to explore, how the film is put together and edited and it will result in a local screening. At least ten workshops with the group will be led by the filmmaker, with support from a community skills lead. A further series of four community get-togethers will enable the group to explore stories with residents. The filmmaker may want to consider archive film of Kilburn. The film should be celebratory, bold and reflect the community it celebrates. We are interested in themes which explore identity, community and lived experiences in Kilburn.
The selected filmmaker will work with group of young people and residents from KOVE to explore themes, which will inform the shape and narrative of the film. The final film will need to be produced in an accessible format (including closed captions) and have a running length of no more than 15 minutes.
The film and supporting material will also feature on our new website the Camden People’s Museum at www.camdenpeoplesmuseum.org.
The commissioned filmmaker will work closely with the Culture team at Camden Council and SHAK to develop their ideas and will be supported in the delivery of the project.
The commissioned filmmaker will retain ownership of their IPR and copyright (with collaboration agreements with the group) and will grant Camden Council and SHAK a non-exclusive, royalty-free, transferable, irrevocable and perpetual licence of the filmmaker’s background IPR to use in all documents, information, items and materials (in whatever form) for all purposes in connection with the project and the Camden People’s Museum website.
The commissioned filmmaker will work with Camden on a freelance basis and will be responsible for their own tax and national insurance contributions. Payment of fees will be made according to an agreed schedule.

• An artist statement outlining your approach to the project, your artistic discipline, experience and initial ideas (up to 1000 words) OR an audio-visual presentation of the above (up to 4 mins)

• A brief CV to include Public Liability insurance details
• References for similar work undertaken

• Experience of working with communities
• Ability to work to tight deadlines to deliver solutions
• Excellence in artistic vision and critical rigour
• Link to the London Borough of Camden
• Commitment to good environmental practice in minimising impact and pollution
Proposals will be evaluated against the following criteria:
• Artistic quality
• Previous experience in delivering similar projects working inclusively with a wide range of stakeholders, to time and to budget
• Sensitivity to equality, diversity and inclusivity aspects of working with local community
• Connection to Camden
